An effective way to embark on the complaints process is to first look closely at the application forms for individual complaints. Although a complaint to a committee does not have to be presented in a specific format, we encourage you to use any available standard layout (see the model complaint form prepared for complaints to the International Covenant on Civil and Political Rights, the Convention against Torture and the Convention on the Elimination of Racial Discrimination). Note, however, that the European Court of Human Rights (ECHR) requires that applicants fill out the Court's own application form. The use of standardized application forms help applicants to fulfil the formal and substantive requirements for complaints. It is very important that all the requirements in these forms are properly addressed before submitting the application. There may be a need to consult with professional lawyers or persons with substantive knowledge about human rights before submitting the application.
