Any complaint submitted to an international individual complaints procedure must deal with an alleged abuse or breach of one or more of the human rights and freedoms provided by the treaty (the convention and its protocols). The treaty determines the relevant committee or court’s area of responsibility or competence. That also defines which complaints cannot be considered since they fall outside its competence (jurisdiction). It is the applicant's responsibility to identify which human rights norms that are directly relevant to her or his case. This may require the assistance of professional lawyers or that of people with good knowledge of human rights.
