There are three national ombudsman institutions that have a mandate with explicit reference to human rights and that are aimed at the population as a whole, namely, the Parliamentary Ombudsman, the Equality and Anti-Discrimination Ombud and the Ombudsman for Children. The Parliamentary Ombudsman and the Equality and Anti-Discrimination Ombud are tasked to receive and consider complaints from individuals who believe themselves incorrectly treated under Norwegian law and, in some cases, also in terms of Norway's human rights obligations. All three Ombudsmen are mandated to examine and express their views on matters affecting human rights and to provide advice and guidance to vulnerable groups. The Ombudsman for Children has a particular responsibility in relation to the Convention on the Rights of the Child (CRC), and the Equality and Anti-Discrimination Ombud has a particular responsibility in relation to the International Convention on the Elimination of All Forms of Racial Discrimination (ICERD), the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) and the Convention on the Rights of Persons with Disabilities (CRPD). In addition, there is a Health and Social Services Ombudsman in each region, and a separate Parliamentary Ombudsman for the Norwegian Armed Forces.

Ombudsman for Children (Barneombudet)
The Ombudsman does not deal with complaints itself, but can be contacted for referral to where one can lodge complaints concerning issues affecting children and young people, such as child welfare matters, school or bullying.

Health and Social Services Ombudsman (Pasient- og brukerombudet)
Each county in Norway has a Health and Social Services Ombudsman which deals with complaints relating to health and social assistance. Their task is to ensure that the assistance and care services that hospitals, dentists, ambulances, care homes and home care services meet public quality and safety standards.
