Anyone has the right to use the individual complaints procedures. It is not a requirement that a person must be a citizen or have a residence permit in a given state. However, the state against which the complaint is addressed must have recognised (ratified) the human rights treaty and the possible Optional Protocol that establish such complaints procedures. Norway has ratified four individual complaints mechanisms under the United Nation’s treaty bodies, as well as a collective (group) and an individual right of appeal associated with the European Social Charter and the European Convention on Human Rights (ECHR).
