Kai Spurkland holds a law degree from the University of Oslo, where he also earned his doctorate in 2020. Since 2004, he has held various positions within the police force and, starting in 2021, served as a police attorney at the Joint Unit for Operational Services in the Oslo Police District, in addition to a part-time position as a researcher at the Norwegian Police University College. Spurkland has been a legal advisor in the police chief’s operational staff in Oslo (the crisis staff) and lectures at the University of Oslo and the Norwegian Police University College. He has authored legal textbooks, articles, and other legal publications on topics such as hate crimes, freedom of expression, criminal law, criminal procedure, police law, use of force, infection control, and crisis management. Spurkland assumed the role of Director at NIM in June 2025.
