17. While recognising the high level of autonomy granted to local governments in Norway, GREVIO strongly encourages the Norwegian authorities to pursue efforts to set up institutionalised structures for co-ordination and co-operation among the different governmental and non-governmental entities and service providers to ensure adequate forms of multi-agency co-operation, including through legislative amendments, the development of municipal action plans and/or by devising formalised structures to ensure the participation of all relevant agencies. In particular, GREVIO strongly encourages the inclusion of specialist women’s support services run by NGOs in formal co-operation structures
