The State party should develop, implement and provide adequate human, financial and technical resources for an effective deinstitutionalization plan, particularly for implementing the transformation to independent living arrangements, with a clear time frame and benchmarks, involving persons with disabilities through their representative organizations at all stages.

The State party should adopt the measures necessary to ensure that persons with disabilities have a legal entitlement to a sufficient personal budget for independent living, which takes into account the additional costs related to disability and, at the same time, redirect resources from institutions to community-based services, while increasing the availability of personal assistance.
