The Comittee recalls its general comment No. 19 (2016) on public budgeting for the realization of children’s rights and recommends that the State Party strengthen its budgeting process to include clear allocations to children, specific indicators and a tracking system to monitor and evaluate the adequacy, efficacy and equitability of the distribution of resources dedicated to the implementation of the Convention.
The Committee recommends that the State Party (b) Allocate sufficient budgetary resources for the implementation of children’s rights, on the basis of a comprehensive assessment of the needs of children, in particular those in disadvantaged situations;
The Committee recommends that the State Party establish a mechanism to follow-up municipalities facing considerable challenges, eliminate regional disparities in service provision and ensure that all municipalities meet all their statutory requirements.
The Committee recommends that the State Party systematically involve and consult children in the processes of local and national budgeting, including ensuring the participation of children in vulnerable situations.
