26. Recalling the principle of women’s empowerment mainstreamed throughout the Istanbul Convention, GREVIO strongly encourages the Norwegian authorities to ensure that the duty to report imposed on professionals is tempered by full and sensitive information being provided to the victim to allow her to make an informed decision herself and maintain autonomy. To this end, GREVIO strongly encourages the Norwegian authorities to review the obligation for professionals to report cases of violence against women, including the obligation to report to the police and to alert social services, other than in situations in which there are reasonable grounds to believe that a serious act of violence covered by the scope of the Istanbul Convention has been committed and further serious acts are to be expected.
